Where appropriate, site tests should only be performed by persons trained in the use of the equipment. Testing should be performed before entry and at regular intervals. Testing should be performed from the deck level. However, sometimes additional tests may be required inside the tank / hold, in which case the tester must use a breathing apparatus and be provided with a rescue line that passes a qualified person placed on deck. Communication should be maintained with portable walkie-talkies. Where appropriate, testing should be performed at different levels. Personal monitoring equipment designed solely for the prevention of oxygen deficiency and hydrocarbon concentrations should not be used as a means of determining the safety of space. OXYGEN DEFECTION TESTING Constant reading of the volume of 21% oxygen on the measurement of oxygen content should be received before entry is allowed. It is important that a working meter works instructions and maintenance schedule are carefully followed. The combustible gas indicator cannot be used to detect oxygen. READY TIME It is absolutely important to install fire clocks with portable fire extinguishers and fire hoses when appropriate (SEE FIREFIGHTING FIRE), when hot work continues, and to continue to maintain the clock for two hours to control possible re-ignition from hidden smoldering debris. PROCEDURES AND INSTALLATIONS FOR THE ENTERPRISE “Security entrance” The security check has been completed and all necessary measures have been taken to ensure the safety of personnel. Access to and access to the space must be adequate and well lit. No matches, welding or flame cutting equipment, electrical equipment or other sources of ignition should be taken or taken into space unless the master or officer in charge is sure that it is safe to do so. In all cases, rescue and resuscitation equipment should be placed ready for use at the entrance to space. Rescue equipment means a breathing apparatus together with fully charged spare air cylinders, rescue lines and rescue harnesses and torches approved for use in flammable atmospheres. Means for lifting incapacitated persons from a confined space should also be readily available when appropriate. The number of people entering space should be limited to those who actually need to work in space of VLCC ship and can be saved in the event of an emergency. At least one service personnel must remain in detail at the entrance to the premises while they are busy. A communication system should be established between the service personnel and the officer on duty. Before entering, make sure that there are no obstacles and that any rescue will not unduly interfere with the obstacles. Make sure that the rescue channels are long enough and easily detachable if they become entangled. RESPONSE PROCEDURES AND AGREEMENTS Ventilation should last throughout the period where the space is occupied. If ventilation does not work, evacuate the area immediately. Periodically test the atmosphere on VLCC vessels. If a person in space doubts or feels a negative impact, he must give the appropriate signal and leave the space immediately. In the event of an emergency, a general alarm should be called to call a rescue team. If there is a possibility of danger in contact with hazardous chemicals, wear protective clothing.
