In order to ensure the safe manning of the vessel whilst alongside in port the Master or Chief Officer, the Chief Engineer or Second Engineer, the Duty Deck Officer and Duty Engineer Officer (where manning allows) must remain onboard at all times day or night whilst the vessel is in port. At least one rating from each department should be available onboard to ensure adequate cover for both first aid and firefighting. These numbers may be increased at the discretion on the Master.
All four seniors are not allowed to stay ashore overnight. Any such overnight stays must be applied through office by email or telephone. Approval will be subjected to Owner’s discretion.
Should, for any reason, both the Master and the Chief Officer be ashore at the same time the Deck Watch keeping Officer should be advised where either or both may be located in case of an emergency. The Owners must be informed in advance.
LOCAL BYE-LAWS
The Master must ensure that any Local Regulations or flag restriction pertaining to the minimum number of crew onboard the vessel is strictly observed.
S.M.T. & FAMILIARISATION OF NEW PERSONNEL
The “Shipboard Management Teams” must ensure that any appointed person , who was approved after selected applicant on Vacancy for chief officer on tanker ship , has the knowledge and ability to act properly in the event of an emergency and be fully conversant with the operation and positioning of all emergency equipment onboard.
In the case of newly appointed Officers, shipboard management teams must introduce a proper system of procedures to ensure that any recently appointed Officer is totally familiar with the layout and workings of the vessel and all emergency procedures to enable him to react satisfactorily in the event of an emergency, before being appointed as a Duty Officer.
WELDING AND HOT WORK, CLEANLINESS AND MAINTENANCE
The Chief Engineer must keep the Master and Duty Officer informed where and when any “hot work” is to be carried out.
A high standard of cleanliness of the vessel must be maintained and where weather and conditions allow the maintenance of the vessel will be progressed during normal day working hours.
