Garbage disposal
Permitted discharge into the sea of various types of garbage is defined in Annex 5 to MARPOL 73/78. Please refer to the MARPOL poster affixed on board.
It should be noted that plastic cannot be dumped anywhere at sea and therefore plastic packaging etc. must be separated and stored for disposal on shore or incinerated on board.
Several incidents have occurred where the Owner/Foreman has been fined for disposing of waste in violation of MARPOL regulations, either for disposal in a prohibited area, or for improper transfer/handling procedures for waste.
Garbage Record Book
In accordance with MARPOL regulations, all ships are provided with a Garbage Record Book, which must record the removal of all garbage, whether at sea or in port.
The book shall be available for inspection if required by any authorized inspector. Additional copies of the book are available from the Company.
Ballast water (Mate)
Organisms carried in ballast water in ships ballasted in certain areas are considered to pose a risk to environmentally sensitive areas when ballast water is discharged.
Log entries must be made whenever any operation involving ballast is carried out in accordance with ballast water legislation. Contaminant organisms are primarily carried in sediments in ballast water tanks, and where sustainability requirements permit, ballast tanks should not be emptied dry.
In the case of US ports where states require ballast to be discharged ashore:
a) If individual ballast cannot be discharged ashore, it should be discharged into the sea and the ballast into tanks or holds that can be discharged ashore.
b) if ballast cannot be taken into tanks or holds that can be discharged ashore, it should be reduced to the minimum quantity that must be left on board until arrival
Bilge water may only be discharged in accordance with the requirements of MARPOL 73/78 as amended.
Exhaust Emissions (Mate)
Funnel emissions are strictly controlled in most countries.
The following general precautions should be taken:
a) Blowing soot into the port should be avoided.
b) The OOW deck must report smoke from the funnel to the engineer on duty.
c) When starting the main engine for the first time, keep a watch and notify the engine room if any smoke or sparks are present.
d) If an event occurs where the release of dark smoke is imminent, the port authority should, if possible, give advance notice.
