Fleet Manager is to oversee all technical matters in the fleet in addition t o the following responsibilities.
Fleet Manager / Ship Manager / Technical Manager / Assistant Technical Manager and Technical Superintendent are responsible for Daily Safe Operatio
Responsible for implementing and maintaining a safe, cost efficient and environmentally sound operation standard in compliance with SQMS System for a given number of vessels
Ensuring the vessels are maintained in conformity with the provisions of relevant rules and regulations, in addition to the Company’s own Quality and Safety standards.
Monitoring and ensuring the statutory and classification certificates are valid;
Follow up condition of class and arrange for the necessary surveys
Follow up the onboard maintenance system , monitor the status and act on overdue items
To manage the daily operation of the number of vessels assigned to him in accordance with S QMS System
Advise Masters and Chief Engineers on important matters
Evaluate and monitor ETO urgent vacancy, the required reporting from the vessels, act as required and inform other office sections and external bodies as is relevant
Monitoring the technical performance of the ships.
Arrange and follow up repairs and services
Supervising supply of technical stores and lubricating oils. Follow up purchasing, monitor the orders from the vessel ensuring that they submitted in a timely fashion
Visit vessels regularly, at least once a year and prepare visit reports
Compiling accidents/ hazardous occurrences and near misses reports and Risk Management Reports submit to Designated Person for analyzing;
Follow up reported deficiencies and non-conformities from vetting inspections, port state control, audits and flag state inspections and keep Mari ne Safety advised of corrective action and closure
Technical support by inspecting ships in accordance with Company’s requirements / ship owners’ requirements
Assisting technical matters to Emergency Response Team.
Internal Auditing of other Superintendents’ vessels in the company fleet
Budgeting
Review monthly cost control and financial reports
Monitoring and preparing technical budget.
Prepare input for the annual budgets for the vessels
Prepare store/ spare control report
Approve for purchase order and invoices for payment
In-charge of claims handling
Dry docking
Arranging surveys and docking;
Coordinate with the assigned vessels and prepare the dry docking specification for the General Manager’s approval, submit the specification to yards for quotations, evaluate the received quotations and present them to the General Manager
Attend the dry-docking, discuss shipyard invoicing before presenting same to the General Manager for approval
Prepare docking report
Authority
The Technical Manager shall have the authority, within the limits assigned to the position and as directed
by the General Manager to make the required decisions to ensure that the vessels he is responsible for are operated safely, cost efficiently and pollution free in accordance with the SQMS System, procedures and as agreed with the Principal. The Technical Manager may approve purchase order s and invoices according to Chart of Authority
