It is common practice that Deck officer watches in port are normally shared by the Second and Third Officer. This is so as to permit the Chief Officer to concentrate and closely co- ordinate deck work, maintenance schedules and cargo management.
Chief Officers are reminded not to abuse this arrangement for not keeping port watches.
Vesseltracker can be useful not as primary, but as just additional instrument of watch on bridge.
The Master may revoke such watch keeping arrangement and require the Chief Officer to undertake watches in port if he observes that the Chief Officer has not properly utilized the arrangements stated in paragraph one.
During watches in port, no senior officers are allowed to stay ashore overnight. The Master shall be responsible to ensure that a sufficient number of crew and officers must be onboard at all times in case of an emergency arising whilst vessel is tied alongside or at anchorage.
